That's not true for the Linux kernel. Or for GCC's formal discussions. 
Or for Git. Or for GNU coreutils, Gnulib, etc. They all use email.

Although formal discussions can be done via a variety of means, none of 
them are significantly better than plain old fuddy-duddy email.
