[PATCH 013/123] Add `first_workday 2` for bg_BG

BG is in `<firstDay day="mon" ...` so it should be `first_weekday2`.
BG is not in weekendEnd so it should inherit the default
`<weekendEnd day="sun" territories="001"/>`, i.e. `first_workday 2`.
