[PATCH 011/123] Fix first_weekday and add first_workday for bn_BD

See: https://github.com/unicode-org/cldr/blob/main/common/supplemental/supplementalData.xml

BD is in <firstDay day="sun" ... in the current main branch of CLDR.
So the old value in glibc, `first_weekday 6` (Friday) is wrong or outdated and should be changed to first_weekday 1.
BD is not mentioned in `weekendEnd` so it inherits the default `<weekendEnd day="sun" territories="001"/>`
which means `first_workday 2`.
