Hello,
This patch adds a new glibc locale for the Brahui language (brh_PK).

Brahui is a Dravidian language spoken by approximately 2.8 million
people (2023 Pakistan Census), primarily in Balochistan, Pakistan.
It is the only Dravidian language written in Arabic (Nastaliq)
script, with ISO 639-3 code "brh".
The locale includes native Brahui day names (Persian/Dari
convention), yes/no expressions (ہان/آخہ), native honorifics,
and custom collation for ڷ (U+06B7), a retroflex lateral unique
to Brahui. Developed using ur_PK and fa_IR as references.
Tested with localedef on Ubuntu/WSL and Fedora 43. All LC_TIME
fields verified, collation verified, LC_MESSAGES and LC_NAME
output correct Brahui strings.
This is v3, adding [BZ #33952] to the commit message per the
contribution checklist. The locale file content is unchanged
from v2.
CLDR ticket CLDR-19285 for Brahui has been accepted for CLDR 49.
