Thanks for the suggestion. We can also remove -Wno-discarded-qualifiers, 
as that glitch was fixed in release 2026a of TZDB. I plan to send 
version 2 of the patchset shortly; its first patch will be the same as 
the original, and its second patch will address this cflags issue.
