Looking at the creators of those files:

    localedata/locales/C Carlos O'Donell <carlos@redhat.com>
    localedata/locales/bi_VU Akhilesh Kumar <akhilesh.k@samsung.com>
    localedata/locales/gbm_IN Mike FABIAN <mfabian@redhat.com>
    localedata/locales/hif_FJ Akhilesh Kumar <akhilesh.k@samsung.com>
    localedata/locales/sah_RU Valery Timiriliyev <timiriliyev@gmail.com>
    localedata/locales/sm_WS Akhilesh Kumar <akhilesh.k@samsung.com>
    localedata/locales/to_TO Akhilesh Kumar <akhilesh.k@samsung.com>

I assume that Akhilesh is covered by one of the copyright assignments
that Samsung has filed? If so those ones are good, along with the Red
Hat ones, obviously.

However, is it okay to add the license for localedata/locales/sah_RU? I
don't see Valery in copyright.list and doesn't have a Signed-off-by.

Collin
