hrx is missing from glibc/locale/iso-639.def?

May you please break this into 2 commits?

(1) Adds hrx to iso-639.def, see existing change to see how the changelog
     provides references.

(2) Adds the hrx_BR locale with SUPPORTED change.

This was a mistake in my initial review. For DCO'd contributions you should
use the same header that is in ab_GE for example.
