[PATCH 0/1] localedata: Add Hunsrickisch locale for Brazil (hrx_BR)

Hunsrickisch (hrx) is a Germanic language derived from Hunsrückisch,
brought to southern Brazil by German immigrants in the 19th century.
It is spoken by between 1.5 and 3 million people, primarily in the
state of Rio Grande do Sul. The language has an ISO 639-3 code (hrx)
and is recognized as a co-official language in several Brazilian
municipalities. It is also being added to Unicode's CLDR, expected
in version 50.

This patch adds a basic locale definition for hrx_BR using UTF-8,
with native month and weekday names, and Brazilian Portuguese standards
for monetary, numeric, and address formatting.
