Do you mean glibc instead of CLDR?

CLDR already has Monday as the first day of the week.  I agree with the
direction of the change as described, but I don't know if the
implementation

first_weekday 2
first_workday 2

is correct.  Other locales use this:

week    7;19971130;4
first_weekday 2
