CTI - Making a decision for glibc.

I think that this is a move in the right direction. A lot of questions
and concerns have been raised, rightfully so, but I believe that we
should be moving ahead to facilitate work of the ever growing community.
There will never be a perfect solution.

I'm glad that we move glibc first. I think it's a good choice.
