Codeberg e.V is a non-profit [1]. Maybe by "paid", Carlos probably meant
something like setting up a recurring donation to make sure they are
supported.

Codeberg generally only allows projects with free software licenses [2],
and explicitly recommends picking one from the GPL family [3].

A few GNU projects have started to use it after the unfortunate DDoSing
situation Savannah has to deal with.
