Furthermore, AI scrapers are exactly the kind of thing where scale helps - 
more resources to spend on mitigations that can be shared with mitigations 
shared with other projects such as the Linux kernel, and more resources to 
serve whatever load from scrapers can't be effectively blocked without 
causing issues for legitimate users.

It should be fairly clear that when we had problems with load on git over 
https recently, suggesting that people use insecure git:// was hardly a 
good mitigation, and nor was disabling the smart http backend and leaving 
only the dumb one with warnings it might not be able to do new clones.
