`inet/arpa/inet.h: Fix typo in documentation of inet_ntop`

Hello!

I have been clearing out my todo folder today and I noticed that back in
2022 I had seen a typo in `<arpa/inet.h>`. I have just made a git patch
that amends it, which I've attached. I am used to committing on GitHub so
do bear with me if it needs reformatting. It's only a one-liner
(one-character really) "astarting" -> "starting".

My apologies if this is a pedantic first commit / email to this list. Maybe
the typo is purposely left like that as one of those 'stable documentation'
cases? I can see in the `git blame glibc-2.44.9000 -- inet/arpa/inet.h`
that this has been present since 1997 (before I was born!). If not then
enjoy.
