[COMMITTED] localedata: Consistently use one space after 'category'

Consistently use one space after catgory keyword in all 352 locales.
We adjust gen_unicode_ctype.py to emit the same format for i18n_ctype.
This makes the files more consistent for command line tooling to
manipulate.
