Well, at this point I suppose my advice is mostly "Wait for the FSF"....

Also, once the FSF gets its act together I suggest that we do add a new 
section to the glibc manual, and that it be clear and simple and 
self-contained, so that new developers don't need legal expertise to 
figure out what we're asking for.

If the FSF takes a long time to come up with its policy, we could forge 
ahead and add a new section anyway, though I hope it doesn't come to that.
