You stated below that the intent of rule 1 was to ensure the
content was legally insignificant.

If we rewrote rule 1 as follows:

Would the intent be more clear or less clear?

Was there any reason 5 lines was picked and not just "legally insignificant?"

I want to caution us here in thinking that there is such a threshold
or guarantee for the purposes of copyright.

Rather we should say what we mean e.g. not legally significant?
