Header updates for Linux 6.13 and later needed

Most of the routine header updates for new constants in Linux kernel 
headers from 6.14 and later kernels still need to be done.  In addition, 
pidfd.h updates from 6.13 (with corresponding tst-pidfd-consts.py update) 
also need to be done; I didn't get those done along with the other updates 
from 6.13 because they seem to involve extra complications (a new 
structure definition to go along with some new constants), would someone 
like to pick up figuring out exactly what the pidfd.h updates should look 
like so we can start getting the headers updated for more recent kernels 
again?
