[PATCH] aarch64: Remove $(aarch64-bti) check

The variable was removed in commit 2c421fc4302ecb729823ca442f9dfab9
("AArch64: Cleanup PAC and BTI"), so this Makefile fragment is
always excluded.

Tested on aarch64-linux-gnu.
