libc.so.6 dependencies

Hi,

Interestingly on AArch64, stdio-common/tst-setvbuf2 always fails with the same
message, eventhough libgcc_s.so.1 exists in the build directory.

Is this expected or should this test have the dependency listed in the Makefile?
