[PATCH] manual: Use Software development as @dircategory

The standalone Info viewer does not perform such category merging (not
even to make the names case-insensitive).

The “Software development” category name is much more stable across
toolchain packages.

I can drop this patch, and we can consider the lack of merging a viewer
bug.
