Old desirables (Re: Upcoming glibc-2.42 release)

I've got the following old desirables on the release wiki page:

TCB layout changes
* Before the last release two changes were reverted because of problems
  with the Chromium sandbox:
  a257f201dd Revert "x86_64: Remove unused padding from tcbhead_t"
  c4ed6a380e Revert "nptl: More useful padding in struct pthread"

  I vaguely remember that an alternative solution was under discussion.
  Florian, do you know what's the status there?

configure: make --prefix=/usr and '' identical
* This was also reverted last minute before the previous release 
  0bba6c29a1 Revert "configure: default to --prefix=/usr on GNU/Linux"

  Now would be the time to put it back in and fix possible bugs, before
  machine testing starts? DJ?
