It sounds that way because it is, in fact it always has been :)

You make a claim without providing an actual reference.  We've had 
precedent in the past of the FSF stewards stepping in to drive a 
decision when the community is unable to reach a consensus; the 
description of the Project stewards also derives from the GNU 
maintainers as Florian pointed out, so whatever the reason for not 
adopting the "GNU maintainer" name, it appears to have been largely 
cosmetic in hindsight.  There's nothing new here in terms of ability.

The "steering committee" name is appropriate IMO in the sense that the 
only role of the stewards is to steer consensus, which may sometimes 
mean enforcing it in case of a community deadlock/dysfunction.  However, 
I don't really care enough what colour this bike shed is, please carry on.
