Proposing Florian Weimer as a subsystem maintainer for dynamic-link.

Florian Weimer started contributing earnestly to glibc in 2012, and
has been contributing to the project continuously for more than a decade
(almost 13 years now). Florian's early focus was on library security,
and security process, helping to define the project's first
"Security Process" in 2014, which looking back helped us achieve a
collaborative relationship with the security minded researchers and
made the CNA process straight forward.

Florian continued to expand his experience with the project,
leveraging his network and DNS experience to help clean up and test
the DNS stub resolver along with improvements to getaddrinfo and
setting our strategy for DNSSEC (RES_TRUSTAD).

Recently (in terms of years) Florian has expanded his work to the
dynamic linker, resolving RTLD_NODELETE and dlmopen issues, exploring
solutions to initializer/finalizer ordering and the C and C++ language
requirements, and lastly resolving many of the remaining LD_AUDIT
interface defects.

It is this recent work that I want to recognize, and in light of this
work I want to enable Florian to make forward progress to modernize
and improve the dynamic linker. Florian has shown that he can both
innovate, explore, and solve complex problems in this space while
balancing the backwards compatibility of valid and invalid code
(where existing binaries matter to our users regardless of validity).

I nominate Florian as a subsystem maintainer for dynamic-link, where
he will be permitted to commit code assuming consensus, and we can
rely on him to help review patches for the subsystem.

subsystem maintainer (next week) via the wiki doc here:
