Regenerating preconfigure files

Yes it should.

 From first principles the goal is to show that the release is reproducible, including
the pre-generated files.

Running the step catches any reproducibility issues that were caused by incorrect
patching of scripts or incorrect versions of tooling used.

When I wrote the docs it was my intent to capture all such files and regenerate them.

Please adjust the docs and process to include pre* files?
