[PATCH] manual: Recommend bugzilla instead of a dead email.

There's another instance in NEWS.  We can just delete it.

I think for the gettext case, instructing reporters to post directly to
libc-alpha or libc-help is better because it's about unsupported plural
forms, and that's not necessarily a bug (it may be about guidance how to
use the existing tool).
