   AFAIK, this is not the case for GitLab (certainly is for GH, though).

A self hosted instance might be a different story, but I don't think
that was what was being discussed.  Both Github.com and Gitlab.com
require non-free Javascript.

   But, in either case, there are other pieces of software implementing the
   same workflow, so the conclusions are transferable to those.

Absolutley, and it is something Sourceware could provide.  I don't
think such a workflow is useful, very productive or will attract more
people, but each to their own.
