[PATCH v2 0/4] Fallback <ctype.h> initialization for secondary namespaces (bug 19341, bug 32483)

This version merely fixes the LD_LIBRARY_PATH setting in the static
dlopen test.  We should fix $(ld-library-path) to be actually useful.

I could not reproduce the Linaro CI failure, but this should fix it.
Tested on aarch64-linux-gnu.
