[PATCH] stdio-common: Exclude bug28 when clang is used

Please include a reference to the upstream Clang bug for this performance 
issue in a Makefile comment and make sure to adjust things appropriately 
once that bug is fixed.  We shouldn't artificially disable tests for an 
external bug without such a comment referencing the bug filed in an issue 
tracker.
