[PATCH 04/10] tst-assert-c++.cc: Return EXIT_UNSUPPORTED for GCC 4.9 or older

Since assert/tst-assert-c++.cc fails to compile with GCC 4.9:

return EXIT_UNSUPPORTED for GCC 4.9 or older.
