Upcoming glibc-2.41 release

Hi all, 

unless someone else wants to step in or help out to take over
in the future, I'm going to take care of the upcoming release again.

Since the 6-week schedule worked out rather well last time, I suggest to do
it similar again (now would be the time for objections; I realize that it
somewhat collides with christmas / new year, so ideas are welcome).

- 21 Dec 2024: Soft freeze
  * No *starting* of new features
  * Decision on what goes still in and what goes not
  * Review and addition of patches

- 4 Jan 2025: Hard freeze
  * Machine testing
  * Noncritical bug fixes
  * No ABI changes without RM discussion.
  * High risk bug fixes should be discussed on the list.

- 1 Feb 2025 (or ideally a bit earlier, since FOSDEM): Release

My apologies for being rather absent for the last months; I'll be back.
