glibc 2.36 - Adhemerval Zanella as temporary RM for July 22-28th.

I need to be out of the office from July 22-28th, and during that
time Adhemerval has kindly agreed to be the temporary RM for the
glibc 2.36 release.

For any questions about bug fix commits or agreed upon ABI additions
like arc4random and the LoongArch patches we should have RM approval
since the RM is tracking the release and what needs to be done to
release glibc 2.36 on August 1st.

I will be back in the office on Friday the 29th to continue with
release activities for glibc 2.36.
