glibc 2.36 - Slushy freeze (3 weeks to release)

Community,

We are in a slushy freeze for the ABI.

Please continue to fix bugs and regressions, but if they involve the ABI
then it requires an ACK from the release manager.

The current 2.36 release manager is me :-)

Release blockers are:

* Add arc4random support

Desirable:

* GLIBC LoongArch PATCHES

The LoongArch patches are currently under review, but there looks to be
some unresolved binutils issues. Just for clarity we expect a glibc port
to have committed patches for the linux kernel, gcc, and binutils before
inclusion in glibc.
