[COMMITTED 3/7] ia64: Fix brk call on statup

[Adhemerval Zanella]

brk used by statup before TCB is properly set, so we can't use
IA64_USE_NEW_STUB.

This patch fixes a regression introduced by 720480934ab910.

Checked on ia64-linux-gnu.
