[PATCH 2/2] powerpc: Move cache line size to rtld_global_ro

One of these changes appears to have broken the build for 32-bit powerpc 
(all the 32-bit configurations in build-many-glibcs.py), at least with 
GCC 8 / binutils 2.33.
