[RESEND] [PATCH 2/12] PPC64: Addition of SIMD cosf function for POWER8.

Makes changes requested in feedback from previous submission:

1. Items in NEWS are now below heading for version 2.30.
2. Description of NEWS entry no longer characterizes changes as
relative to previous patch.
3. Removed changes to code for the double-precision cosine. They
have been moved to the resent patch for that function.
4. The patch subject now identifies it as part of a sequence.
