[RESEND] [PATCH 1/12] PPC64: First in the series of patches implementing POWER8 vector math.

Two items of note:

1. Changed commit message to reflect no longer performing configure
check for VSX builtins in compiler.

2. The entry in NEWS was moved below the heading for 2.30 in the prior
patch. The comments didn't note the change - we remedy that here.

Question:
Can this patch now be merged into glibc main?
