I've just finished updating the translations for 2.30.

I noticed "6.4. Incorporate translations [REQUIRED] (All through the freeze)"
needed updating to avoid "update-translations" which pulls in those changes
from po files when they were 100% updated and this regresses translations for
glibc.

So I've updated it to always use the latest translation.
