[PATCH v3 3/12] PPC64: Add libmvec SIMD double-precision sine function.

Differences from patch version v2:

1. Patch subject line prefix now has version id. The previous versions did not include
their version numbers so here are links to them:

2. Makefile adds -mabi=altivec and -maltivec flags for double-precision sine function
