[PATCH][BZ 22848] Update LC_TIME for Catalan

This patch has been attached to Bugzilla [1] and I post it here
without any changes.  I think it may need some polish of the
commit message and the changelog but I find its body correct.

This patch updates some LC_TIME fields from CLDR, the biggest
change is that it applies the nominative/genitive case to Catalan
language, as implemented in the previous development cycle. [2]
It turns out that Catalan language actually needs the ab_alt_mon
feature (and %Ob in strftime) because its genitive "de"/"d’"
preposition is also added to the abbreviated month names.
