[PATCH COMMITTED] es_BO locale: Change LC_PAPER to en_US (bug 22996).

Since the change is trivial and according to some research which I did
the other day it is correct and also complete (checking some LATAM countries
I found no other which uses US paper size while glibc locale provides ISO)
I committed this.

By the way, is it OK to cherry-pick to 2.27?
