[PATCH 0/1] More languages need two forms of month names (bug 23140).

I have selected 3 languages for which I have no doubts, thanks to some
reviewers and I would like to push them in the beginning of the next
week.

This patch does NOT resolve the bug because there are more languages
waiting for more feedback.  I am going to push them later this month
unless I have serious doubts.
