glibc 2.28 release imminent!

Community,

I plan to cut the branch tonight for glibc 2.28, late in
the US Eastern timezone (after 11pm), and then announce
the release on Wednesday morning.

I still need to update install.texi and regenerate with
newer notes about versions of the tools being used, but
after that I'll poll the translations and continue
with the release process.
