[Patch v2 0/13] [BZ #14095] update collation data from Unicode / ISO 14651

Here comes the v2 version of the patches to update the collation data
from ISO 146541.

New in this version:

- Now uses ISO14651_2016_TABLE1_en.txt
  downloaded from
  http://standards.iso.org/iso-iec/14651/ed-4/ISO14651_2016_TABLE1_en.txt
  instead of the older ISO14651_2015_TABLE1_en.txt
- Added collation rules for Malayam according to:
  https://unicode.org/cldr/trac/browser/trunk/common/collation/ml.xml
