[PATCH v2 0/2] Multiple locales: Use the correct date and time formats (bug 10496, 23724).

Following Tamuki Shoichi's suggestion [1] here I have prepared the
2nd version of the patches.  The change between the previous version
and this one is that I don't force use space-padded hour format ("%l")
where zero-padded hour format ("%I") had been used originally.
