[PATCH v3 0/5] Add missing nldbl functions to libc

This version is still relative to a tree with the patch to add internal
functions for the relevant argp.h, err.h, and error.h functions
<https://sourceware.org/ml/libc-alpha/2018-12/msg00581.html> applied.

Since v2, I added rules to install the new headers used for redirection.
