Guidance for new glibc ports

I've created <https://sourceware.org/glibc/wiki/NewPorts> with guidance on 
common issues for people contributing glibc ports to new CPU 
architectures.  If you notice things not mentioned there that have come up 
in new port reviews over the past few years, and that seem like general 
new-port issues (as opposed to generic glibc coding style issues), please 
add them to the page.
