[PATCH 3/5] hppa: Remove kernel_sigaction.h

HPPA kernel_sigaction.h definition is the sama as the Linux generic
one and old_kernel_sigaction is not used.

Checked on hppa-linux-gnu.

	* sysdeps/unix/sysv/linux/hppa/kernel_sigaction.h: Remove file.
