Add NT_VMCOREDD, AT_MINSIGSTKSZ from Linux 4.18 to elf.h

This patch adds two new constants from Linux 4.18 to elf.h,
NT_VMCOREDD and AT_MINSIGSTKSZ.

Tested for x86_64.
