Access to the copyright assignment file

I don't think you need to be a GNU Maintainer to get a fencepost account, 
if you routinely have occasion to check copyright assignments.  At least, 
I set one up in 2009 without being a GNU Maintainer of any package 
(although I had keys included in the GNU keyring for GCC release uploads).
