Removing old notes from the source tree

There having been no objections, I deleted BUGS, CONFORMANCE, NAMESPACE,
and WUR-REPORT, and I moved README.pretty-printers and README.tunables
into the manual directory.  I did not create a changelog entry, which
seems to be usual for this kind of file.
